I think a settlement is going to be possible, just maybe not the first mission. For example, when we went to the moon, we did not land the first time. We sent people to orbit, take some up close pictures, do some science, and come back. That may be a great framework for mission one. They could go, drop off a lander, control it from a safe orbit, and then come back. We would then prove it is possible, and be more comfortable spend a lot of money for a full landing and habitat. I also think this is the right order of steps. Ali, you also have to see that your are responsible for the "settlers". I mean if you make a mistake they will definitely die. If you make the same mistake for an orbiter mission it will be just a financial disaster 🙂
